Accused shooter to have mental exam

GREEN BAY - A man accused of killing another man while trying to shoot someone else will undergo a mental exam to determine his competency to stand trial.

Richard Arrington, 20, was looking to fire his lawyer even as he was protesting possible delays in his Aug. 22 jury trial. This week, his lawyer, Michael Hughes, persuaded a judge that Arrington needs to undergo a competency evaluation.

Arrington will undergo a mental exam and the results will be presented at a hearing Sept. 30, Brown County Judge Timothy Hinkfuss ordered this week. Hinkfuss canceled the Aug. 22 trial.

Arrington is charged with the April 2 murder of Ricardo Gomez, 25. He is accused of firing a handgun from a parked car at a man on the porch of a home on Day Street and hitting Gomez instead.

A 17-year-old Milwaukee girl told police she was in the passenger seat of Arrington’s car when he reached in front of her face and fired a gun out her side window. Devin I. Landrum, 22, of Green Bay also was involved, police say, but Landrum has yet to be found.

While the girl and Arrington waited in the car, Landrum walked to the house next door. Landrum returned just as Gomez walked up from behind 1138 Day St. and went to the porch calling for “Shorty” to come open the door.

A man came to the door, and Arrington called out a greeting, the girl said. The girl turned to say something to Landrum just as she saw Arrington pull a handgun from the side pouch of his car door, aim it past her face and fire out her open car window, she told police. Shorty and Gomez ducked back into the house, but Gomez was hit and died of his injuries.

A man named Rafael I. Santana Hermida wrote the Press-Gazette from the Brown County Jail to say he is Shorty, the man Arrington wanted to kill. Hermida identified Gomez as a friend and expressed sorrow at his death.
